Scaling Production: The Technical and Economic Hurdle

Producing sustainable fuels at scale is a complex challenge that goes far beyond feedstock availability. It involves refining technologies, capital investment, regulatory compliance, and market development—all of which must align to make production viable.

Advanced biofuel technologies, such as hydrotreated esters and fatty acids (HEFA), gasification, and fermentation, are already in use. However, many remain expensive and technically demanding. Building and operating biorefineries requires significant upfront capital and long-term policy certainty to attract investors.

Moreover, integrating sustainable fuels into existing fuel supply chains—pipelines, storage, and distribution—requires compatibility and coordination. Without infrastructure upgrades, even the most efficient production facilities may struggle to deliver fuel to market.

To overcome these barriers, public-private partnerships, federal loan guarantees, and targeted subsidies are essential. The U.S. must also streamline permitting processes and invest in workforce training to support a new generation of fuel producers.
